In 2024, the GDP of Huadu District reached 186.006 billion yuan, an increase of 3.0% over the previous year, ranking third in Guangzhou in terms of growth rate; the operating income of above-scale for-profit service companies was 19.473 billion yuan, an increase of 36.4% over the previous year, ranking first in the city in terms of growth rate; the total retail sales of consumer goods recorded 86.756 billion yuan, ranking second in the city in terms of year-on-year growth rate; the fixed asset investment increased by 11.8% over the previous year, ranking third in the city in terms of growth rate; the total agricultural output value was 10.773 billion yuan, an increase of 4.2% over the previous year; the investment in industrial technology transformations increased by 78.2% over the previous year, ranking second in the city in terms of growth rate; both the real estate development investment and the total output value of the construction industry had higher growth rate than the previous year; the floor space of commercial buildings sold exceeded one million square meters, an increase of 3.3%; and the total import and export value of goods was 69.82 billion yuan, an increase of 5.9%.

In the same year, Huadu Economic Development Zone was upgraded to a national economic development zone, making it the first national economic development zone approved in Guangzhou in 12 years. In the same year, Huadu District signed contracts for 225 projects, and witnessed the implementation of 43 projects, including Wanyang Intelligent Manufacturing Industry Base and China Resources Smart Pharmaceutical Logistics, the groundbreaking of 85 projects, including Lanhai Robot Headquarters Base, and the completion of 53 projects, including Jinhua Food Headquarters and Jingdong Intelligent Industrial Park. And it is worth mentioning that Wanyang Airport Technology City has created the so call Huadu Speed, where contract signing was immediately followed by land acquisition, which in turn by commencement of construction, and which by advanced sell-out. In the same year, Huadu Sunac Cultural Tourism City was listed as one of Guangzhou's first 15 metropolitan-level "night market pilot zones”, and Guangzhou Bonski received more than one million tourists, which was reported by CMG's Xinwen Lianbo program. A number of night economy demonstration sites such as "Tianmei New Village", "Wave of Bajiang River" and "Tanbu Night Market" opened one after another, and Huadu District welcomed 21 million citizens and tourists, which generated a total tourism income of 11.5 billion yuan. In the same year, Huadu District organized enterprises to participate in the spring and autumn Canton Fairs, and ranked first in terms of number of booths, number of exhibitors, and value of intentional orders; and 5 overseas exhibitions, including the 2024 Asia Fashion (Thailand) Show, were included in the key list of "Guangdong Trades Globally”.

[Industry and Innovation Integration Moves Forward with Improved Quality and Efficiency] In 2024, Huadu District coordinated the development of new energy and new energy storage industries. It obtained approval to build a municipal-level new energy storage industrial park, was selected as the first batch of county-level "photovoltaic + building" application pilots in Guangdong Province; and it steadily promoted the construction of the "green energy valley" in the Guangdong-Hong Kong-Macao Greater Bay Area, and gave full play to the driving effect of Gokin Solar and other leading enterprises. The automotive industry was under accelerated transformation. N7, Dongfeng Nissan's pure electric model, made its world debut; Valeo and Marelli, two top 100 auto parts companies of the world, set up intelligent interaction R&D center and automotive electronics global R&D center respectively; test roads and demonstration operations for intelligent and connected vehicles were expanded to cover the whole region; and the industrial cluster of intelligent vehicle terminal was recognized as a 2024 Guangdong characteristic industrial cluster of small and medium-sized enterprises. Guangzhou Aircraft Maintenance Engineering Co., Ltd. (GAMECO) performed it first 12-year inspection for an A380 aircraft of Emirates; and it concluded a strategic cooperation with Aridge to jointly build an after-sales maintenance system for flying cars. A number of intelligent manufacturing projects, such as those of Rigal and Dehong, had their main structures topped out. The Yuhu Cold Chain (Guangzhou) Trading Center, the province's first all-temperature-zone cold chain storage and trading park, was officially put into operation; and Huadu District was selected into the list of key counties for the construction of the national backbone cold chain logistics network for agricultural products. The ten measures for the development of low-altitude economy were released; Guangzhou city's first runway-type (concrete) fixed-wing landing site was put into trial operation; 5 low-altitude tourism routes were approved; the first phase of the low-altitude economy industrial park started construction; and 16 low-altitude economy projects were signed with Amap and others. The city's first government regional cell bank was launched. Contracts were signed for projects of Tricision Biotechnology and China Resources Smart Pharmaceutical Logistics in the field of biomedicine and health; and Tricision Biotechnology settled in Zhidu New Quality Productivity Industrial Park. The District joined forces with Huawei and PCI Technology in building the Huadu Digital Service Platform for New Industrialization, which is the first city-level industrial artificial intelligence center in the country and has become the only manufacturing digital transformation promotion center in Guangdong province. Four companies, including Guoguang Electric, were listed as one of the "2023 China Top 10 Audio Exporters"; the digital transformation of Shiling Luggage and Leather Goods Industry Cluster was picked as one of the 2024 excellent cases of the Guangdong-Hong Kong-Macao Greater Bay Area Global Trade Digitalization Pilot Zone.

[Continuous improvement of business environment] In 2024, Huadu District set up the industrial project service center, the Invest Huadu (Germany) Offshore Service Center, and the economic cooperation liaison office in Shenzhen. The practice of “Joint Processing of Five Certificates" was selected as one of the top 100 cases of business environment in China's development zones; and the enterprise benefiting project of "5+6" rule of law benchmark park was selected as a typical case of optimizing the county business environment by the Provincial Development and Reform Commission, and was rated as one of the top ten best practices of business environment reform in Guangzhou. Huadu Economic Development Zone was awarded the honor of "2024 Top Ten Parks with Best Business Environment", the only one in the province so honored. Efforts were made to promote the solution of the problems of 50 enterprises that were left over from the history; the District ranked first in the city in terms of the number of industrial enterprises that were included in statistics after reaching designated size, recorded "dual net increases" in the number of migrated enterprises and amount of registered capital for five consecutive years, and led in the city to implement the Huadu-Nansha two-way customs supervision model of import and export under the project of "Greater Bay Area One Port Connect". In the same year, Huadu District was approved as a national-level pilot area for quick resolution of intellectual property disputes and was awarded the title of "2024 China Most Attractive District for Investment". China Emissions Exchange Guangzhou ranked first in the country for the 11th consecutive years in terms of cumulative trading volume and total transaction amount, and released the country's first carbon quota mortgage financing standard. The pilot project of "financial village officials" was reported by the People's Daily, and three cases, including the "Green Code of Farmers' Credit", were included in the 2024 Guangdong Green Finance Reform and Innovation Promotion Cases. A new round of actions to deepen and enhance state-owned enterprise reform was carried out; and the total assets, net assets and cumulative operating income of state-owned enterprises of the District increased by 73.1%, 65.1% and 60.1% respectively; and the District ranked second in the city in terms of the number of state-owned enterprises with at least AA+ rating.

[Significant results in attracting top talents] In 2024, Huadu District was recognized as one of the top 100 scientific and technological innovation districts in the country; the Green and Low-carbon Advanced Elastomers and Tires Research Institute, a project led by CAE academician, and the Greater Bay Area Green Hydrogen Application Demonstration Base of the State Key Laboratory for Advanced Metals and Materials led by CAS academicians were introduced into the District. The District newly added to its list 9 national-level "specialized, refined, differentiated, and innovative (SRDI)" and "little giant" enterprises, 368 national high-tech enterprises, 5 provincial-level manufacturing individual champions, 183 provincial-level SRDI small and medium-sized enterprises, 137 provincial-level innovative small and medium-sized enterprises, 1,007 technology-based small and medium-sized enterprises duly recognized, and 2 future unicorn enterprises of Guangzhou. It brought in 1,000 elite engineers, launched 500 new talent apartments, and issued more than 32,000 talent green cards. Six model worker and talented craftsman innovation studios were rated as provincial or municipal innovation studios, ranking first among all districts of Guangzhou.

[Improvement of urban and rural development levels] In 2024, Huadu District further promoted the "Hundred, Thousand, and Ten Thousand" project, adding 12 provincial-level rural governance demonstration villages, and winning excellent grade in the rural revitalization assessment of Guangzhou for three consecutive years. Shiling Town was awarded the "2024 China Top 100 Towns in Comprehensive Competitiveness"; Zhudong Village in Chini Town was secured a place in the first batch of top ten rural tourism destinations of China; Ruiling Bonsai Farmers Professional Cooperative in Chini Town was included in the sixth batch of typical cases of new agricultural business entities of China; the "Flowering Time" Rural Revitalization Demonstration Belt was listed in the top ten rural revitalization demonstration belts of Guangdong; Huashan Town and Chini Town were selected into the second list of Guangdong for construction of professional towns under the provincial ""Hundred, Thousand, and Ten Thousand" project; Huadong Town was included in the Beautiful Towns construction and operation cases of Guangdong; and Langtou Village in Tanbu Town was selected as a typical case of the provincial "Hundred, Thousand, and Ten Thousand" project; and Ruiling Village was rated as a beautiful courtyard demonstration village of Guangdong. In the same year, Huadu District built 5 billion-level agricultural industrial clusters, added 6 provincial-level agricultural leading enterprises; and the construction plans of Huadong, Tanbu and Timian, three towns that are on the list of the second batch of typical towns, were all rated as excellent, making it the only District in the city to do so. Lianshan and Liannan of Qingyuan city, Deqing of Zhaoqing city set up "reverse enclaves" for e-commerce incubation in Huadu. As for the third phase of the airport project, a total of about 151,000 square kilometers of land had been handed over for requisition, demolition and resettlement purposes, and 17,800 sets of houses had been allocated by the way of lottery draw; and the Pinglong New Era community model was affirmed by UN-Habitat. The District rolled out the city's first "1+11" policy for the upgrading and transformation of industrial clusters in villages and towns, and 12 renovation projects started construction; the Xinzhuang Village project in Shiling Town became the first project approved in Guangdong province for development of inefficient land; 4 urban village renovation projects under the mode of "law-based expropriation and clean land transfer" were started; the demolition and reconstruction of the dilapidated house of multi-property ownership at No. 2 Jiqun Street, which is the first "self-funded and self-built" project in the province, took only 9 months to complete handover of houses and certificates; and 12 old residential area renovation projects was fully completed.

[Steady social and people's livelihood development] In 2024, Huadu District completed ten major projects and a series of small projects for people's livelihood with high quality. A number of urgent, difficult, troubling and long-overdue problems were solved, such as the "difficulty in obtaining certificates" for the owner of No. 15 Hongzhu Road, the "difficulty in water supply" in Songyuan Community, and the "sewage overflow" of Dikan Compound. The 1958 Cinema, Veteran Cadre Activity Center, and Hong Xiuquan Memorial Hall were renovated, and 605 parking spaces were added to the old urban section. In the same year, 13,000 new jobs were created in Huadu District; the provincial-level standardized construction project of Shiling Gig Marketplace was completed and put into operation; and plaque unveiling was held for the city's first "Nanyue Housekeeping" industrial park.

In the same year, Huadu District collected 8,041 units of affordable rental housing; the urban and rural subsistence allowance level achieved "15 consecutive increases", and ranked first in the city in terms of the number of registered workers-in-difficulty who received help; the District's nursing home was built into a provincial five-star elderly care institution; Huacheng Street was rated as a child-friendly demonstration town (street) in Guangdong Province; and the Youth Palace in Huadu District was rated as a child-friendly base of Guangdong Province. In the same year, the District passed the acceptance inspection of the Ministry of Civil Affairs on its marriage customs reform work, and participated, on behalf of Guangdong Province, the event of experience sharing held by the Ministry of Civil Affairs in respect of the implementation of the national cross-departmental comprehensive supervision pilot project in the field of funeral. The veteran service station co-established with Xintian County, Hunan Province was duly recognized by the Ministry of Veterans Affairs; and the District took the lead in the city to establish party branches in the Armed Forces Departments of the streets and towns, the experience and practices of which were praised by the Provincial Military Command and the Municipal Garrison Command. About 11,900 new primary and secondary school places, 1,800 kindergarten places, and 8,220 daycare places were added; 8 schools, including Huangguang Niujian High School, were completed and began student enrollment; and the "Direct Access” project provides more than 1,300 public school places for children of migrant workers in Guangzhou. The District ranked first in Guangzhou in terms of the scale of public school stadiums opened to the public; Qixing Primary School was rated as an advanced collective in the national education system; Huadu District Polytechnic was selected into the first batch of "pilot comprehensive high schools" in Guangzhou; and the robot and artificial intelligence science popularization base of Guangzhou City University of Technology was recognized as a provincial science popularization education base. Part of the main structures of the Huadu Campus of Guangzhou Women and Children's Medical Center were topped out; Guangzhou Hospital of Integrated Traditional Chinese and Western Medicine ranked fifth in the nation and first in the province in the "National Examination"; Guangzhou Huadu District People's Hospital revealed two additional names, District Emergency Hospital, and Guangzhou Huadu Medical Research Institute; the Health Centers of Huadong Town and Huashan Town were selected for the third consecutive year as "Top 100 Town Health Centers in China"; and the District's experience in grassroots medical reform was published in the Central Policy Planning Office's journal Study and Research.

In the same year, Huadu District was recognized as one of the "2024 China Sports Tourism Boutique Destinations", and it was the only one in the province. The District passed the re-evaluation for innovative development of the provincial-level public cultural service system demonstration zone; 10 street and town cultural stations were rated as special-grade stations in Guangdong Province; and the District's experience and practice in promoting excellent traditional culture to help the comprehensive revitalization of rural areas were published in Cultural and Ethical Progress, a journal of the Office of Central Commission for Cultural and Ethical Progress. Long Tau Village was selected as a 2024 World Tourism Alliance Rural Revitalization Case, the only one in the city. The Meihua Aviation and Aerospace Science Popularization Base was rated as a national 3A tourist attraction. The Guangzhou Folk Museum (new) opened to the public for trial operation. The Chunyangtai Art and Cultural Center of Langtou Village, which successfully hosted the only Giacometti exhibition in 2024, was recognized as the most beautiful public cultural space in Guangdong Province. The library-school cooperation model of Huadu District Library, featuring "one library with two doors", was reported by the People's Daily. Yu Dongfang won a National May 1 Labor Medal, and Li Songyan's Model Worker and Talented Craftsman Innovation Studio was awarded the title of National Worker Pioneer. In the same year, Huadu District completed the security and stability maintenance tasks for such major occasions as the 75th anniversary of the founding of the People's Republic of China and the 25th anniversary of Macao's return to the motherland, and made every effort to handle the once-in-a-century flood in Beijiang River. The year witnessed "dual decline" in the number of workplace safety accidents and the death toll, "zero deaths" in urban fire accidents, "dual decline" in the number of petitions and repeated petitions, and excellent grade awarded to food safety for eight consecutive years, and to drug safety for four consecutive years, in assessment of Guangzhou city. The District saw decrease in case-related police incidents and filed cases, and increase in case clearance rate; and the Huadu District Bureau of the Guangzhou Municipal Public Security Bureau was rated as a national "outstanding collective" in the special fox hunting operation. Guangzhou North Railway Station Fire Rescue Station was unveiled. The innovative experience and practice of Huacheng Street in promoting social stability were published in the Rule of Law Reference. Community Recovery Demonstration Workstation for Drug Rehabilitation (Qihang Workstation) was rated as one of the top ten workstations in Guangzhou. The District completed the task of delivering 4,937 homes under the "guaranteed housing delivery" initiative, and firmly upheld the bottom line of the "three guarantees” (that basic living needs are met, salaries are paid; and governments function smoothly), and the overall government debt risks were under control.
